Thats just got to be the bad guy's lair in a James Bond movie...... I think with such a dramatic buildint, you need to get a bit more theatrical with the camera angle. The composition isnt great, the sea creates a barrier between viewer and subject. Everything is in one plane as well, with the exception of sea and sky. Give it a foreground and let the image tell a story.
